Abstract

Barriers or obstacles existing in organizations for the use of digital technologies are the subject of state statistical observations in the Russian Federation, but are not observed and, therefore, are not summarized at the national level in publications of the National Statistical Committee of the Republic of Belarus. They can be common to the national economy, or they can be differentiated depending on the industry specifics of the business. In this regard, the study of obstacles to the development of information and communication technologies at the level of real economic entities is of particular relevance for the formation of business digitalization strategies. The purpose of this study is to summarize the opinions of managers and specialists of organizations regarding the factors hindering the implementation of digital technologies in organizations, and to obtain quantitative characteristics of the identified factors in the industry context. Based on the generalization of theoretical research in this area, the systematization of factors hindering the processes of digitalization at the organizational level has been carried out.

The information basis for obtaining quantitative characteristics of the studied phenomena was the results of a questionnaire survey of managers and specialists of economic entities. The most significant common factors hindering the development of information and communication technologies in organizations include: lack of specialists, lack of skills and knowledge, and technical difficulties. The directions of business entities' activities to overcome the identified barriers to digitalization have been identified: active cooperation with educational institutions to develop relevant educational programs and trainings; formation of corporate standards on information security; development of a motivation system for improving staff digital literacy. The importance and necessity of government support for digital transformation processes is substantiated, including not only the creation of an appropriate regulatory framework, but also support for digitalization projects, the introduction of tax incentives for companies implementing new technologies and other measures.
